A juvenile and his grandfather were both arrested on Sunday after a police officer witnessed what they believe to be the man giving the boy instructions to buy drugs.
According to a Providence Police Department report, police chief Todd Jones was at Casey's General Store at approximately 4:50 p.m. when he reports witnessing Leroy Rosales, 58 of Providence, hand a juvenile money and give him instructions.
A short time later the juvenile was spotted walking on Madison Street towards East Main. When questioned, he told police that his grandfather, Rosales, had given him money to purchase synthetic marijuana on Madison Street.
A bag of suspected synthetic marijuana was found in his front pocket. The Juvenile told police that Rosales would let him get a couple hits for him purchasing the drugs for him.

Rosales was arrested at approximately 8 p.m. on the steps of his apartment complex at Marlin Gardens in Providence and lodged in the Webster County Jail. He was charged with trafficking in synthetic drugs and unlawful transaction with a minor.
